NOTICE OF ETC STATUS On March 25, 2105, Boomerang Wireless, LLC, (Boomerang) a public telecommunications utility, applied to the Public Service Commission, pursuant to Section 214(e)(2) of the Telecommunications Act of 1996, as amended, for designation as an Eligible Telecommunications Carrier (ETC) in additional areas of West Virginia to obtain federal universal service fund (USF) support for providing wireless Lifeline services. Boomerang meets all the necessary qualifications to expand its ETC designation under the Act solely to participate and provide services supported by low-income USF programs The service Boomerang offers will include providing handsets at no cost to eligible subscribers and benefits wireless eligible wireless customers by increasing competitive choices. According to federal guidelines, a carrier seeking ETC status must advertise on a regular basis in media targeted to the general residential market throughout its service areas and in a manner substantially similar to the media that the serving incumbent local exchange carrier advertises in the particular service area. On July 6, 2016, the Commission granted the application. Boomerang will provide these services under its approved trade name(s).
