LEGAL NOTICE The Huntington West Virginia Housing Authority (THWVHA) administers a Section 8 Voucher Project-Based Program in Cabell County, West Virginia. THWVHA seeks property owners who are interested in participating in the project-based program. THWVHA shall set aside project-based vouchers at the following rate: for 40 on-bedroom units, 30 two-bedroom units, and 5 three-bedroom units (or any combination thereof totaling 75 units per funding availability). Under this program, property owners will construct or rehabilitate housing units which are substandard or have major building systems or components requiring repair or replacement. The cost of this work must total a minimum of $1,000 per assisted unit verified by receipts after approval of the project-based award prior to final site inspection. After the construction or rehabilitation work has been completed, THWVHA and the owner will execute a contract which determines a rent for the assisted unit(s) not to exceed 110% of the established Fair Market Rents for a period of not less than one year. During the term of the contract, the owner agrees to rent the assisted units to eligible low, very low, or extremely low-income tenants who will pay approximately 30% of their adjusted income toward the rent and utilities. THWVHA will pay the eligible remainder of the rent directly to the owner after HAP contract award and eligible leases are executed. Permanent displacement of a tenant is prohibited. THWVHA does not reimburse owners for tenant damages after leasing. Only applications submitted in response to this advertisement will be considered. The deadline date for submission of the proposal is June 30, 2016 at 4:30 p.m. at the above address.
